I don't know at what rate is safe for fish. I would definately check the krib or the APD archives. Breaking down H2O2, it isn't that far off from water, save for the extra Oxygen, so once it hits water, I'm sure it can turn harmless pretty quick. However, how many extra Oxygen ions can the water take before a chemical change occurs? Definately, do your homework on those sites. Michael Rock, jazz, country, soul & more.
