Are you using full strength sea water? From all the sites we (seagrass lab
at FIU) collect in Florida Bay
and Atlantic, we only find Ruppia in brackish water right up near the
Everglades. Halodule, Syringodium, and Thalassia are all over Florida Bay
though. Last week, we found two species of Halophila growing
in really turbid water that didn't support the three other species. The "low
light" seagrasses. :)

I am going to be using a Ruppia species for a planted Marine tank and it
should do very well.
There are a number of species of Calupera, only the C taxifolia is illegal
in CA I believe.
C mexicana is used often and looks similar, Chaetamopha is often used
also(No problem sexual stages/melt downs etc).
Go bring a bucket out to Pt Reyes/Bodega etc and get your own "mud".
The local Ulva should work also.

A 20 gallon refuge with a 55w 6700K bulb will do well.
1-2" mud and cap with aragonite 2"-4".
