Could it be the gravel that makes the difference? Gravel has lots of
surface bacteria and the detritus (!) sinks down out of circulation.
My experience is that bare-bottomed tanks require daily vacuuming.

 If you don't want to deal with a good substrate, at least use Java moss,
Java fern and Anubias. They can be tied to driftwood and easily lifted out
for cleaning or moving to another tank.

Water sprite is surely the king of non-substrate-dependent plants.
